Yes. The Creator and Studio plans include all DTF tools. DTF plans are for print shops only and cost less because they have no video minutes.
Print preflight is included in the free plan and the mockup preview is open to everyone. The other tools are on DTF and video plans.
Preflight, knockout and mockups don't store your file. Background remover and upscaling results are kept for 7 days and gang sheet designs for 30 days, then deleted.
The roll length of the gang sheets you download is added up; the limit resets at the start of each month. Previews and layout calculations don't count.
The DTF Workshop plan has 3 seats; your teammates share the same limits with their own accounts.
